I haven't been able to confirm the number of cervical (neck) vertebrae in a sparrowhawk but owls and eagles have 14 so I expect sparrowhawks do as well. We, like all mammals (including giraffes), have 7. This is what you can do with 14.
Lots of other adaptations to being able to turn their heads like that too. Larger foramina between the vertebrae, cushioning of the vessels for example.
